基于西安市142家在孵科技型小微企业的高管问卷调查及实证检验数据，研究金融支持政策、政府支持政策和营造创业氛围对科技型小微企业创业孵化绩效的影响。结果表明：金融支持政策、政府支持政策对创业孵化绩效的影响呈“倒U型”的关系，而营造创业氛围在金融支持政策、政府支持政策和创业孵化绩效之间的关系起正向调节作用。为小微企业成功孵化采取的创业支持政策提供了充分的理论基础。

Based on the questionnaire survey and empirical test data of senior executives of 142 technology-oriented small and micro enterprises in the incubation, this paper studies the impact of financial support policy, government support policy and creating entrepreneurial atmosphere on the incubation performance of technology-oriented micro and small enterprises.The results show that the effects of financial support policies and government support policies on business incubation performance have an inverted U-shaped relationship, while the policy of creating entrepreneurial atmosphere plays a positive moderating role in the relationship of financial support policies, government support policies and entrepreneurialincubation performance.The study provides an adequate theoretical basis for entrepreneurship support policies adopted for successful incubation of micro and small enterprises.
