文章梳理了2007—2024年间我国光伏产业的主要政策文件,对不同政策工具的应用进行了定量评估。研究发现,现阶段我国光伏产业发展的各类政策工具应用存在不同程度的缺失及不足;政策工具的应用分布过于集中,缺乏对研发阶段的重视。建议我国补充环境型政策工具的应用,合理协调需求型和供给型政策工具的实施,同时加强在光伏产业研发阶段的政策工具应用。
Abstract:The article reviewed the major policy documents related to China's photovoltaic industry from2007 to 2024,and conducted a quantitative assessment of the application of different policy tools. The research reveals that at present,there are varying degrees of deficiencies and inadequacies in the application of various policy tools in the development of China's photovoltaic industry; the application of these tools is overly concentrated and lacks attention to the research and development stage. Therefore,it is suggested that our country should supplyment the application of environmental-oriented policy tools,reasonably coordinate the implementation of demand-oriented and supply-oriented policy tools,and at the same time strengthen the application of policy tools during the research and development stage of the photovoltaic industry.
