2024年新修订的《中华人民共和国矿产资源法》实现了矿业权登记方式从行政许可登记向不动产登记方式的转变。这不仅是矿业权运行机制变革的重要体现，也是形成完善的自然资源产权制度和自然资源综合治理体系的关键一步。这种变化客观上为实现矿业权登记与不动产登记的衔接提供了依据，但当前矿业权登记与不动产登记在登记机构、登记单元、登记内容与程序、登记信息系统等方面的显著差异，依然是二者衔接的主要障碍，并导致二者的衔接难以通过两种登记融合的路径予以实现。因此，需要在尊重差异的基础上建立高效的部门协同机制，在自然生态空间范围内整合矿业权与不动产登记单元，进一步落实权证分离，突出矿业权不动产权利；依托国家“国土空间基础信息平台”,通过构建安全可控的信息共享机制等措施，实现矿业权登记与不动产登记的衔接与协调，最终为促进自然资源统一确权登记提供必要条件。

The newly revised Mineral Resources Law of the People's Republic of China in 2024 has realized the transformation of the registration mode of mining rights from administrative license registration to real estate registration, which is not only an important reflection of the reform of the operation mechanism of mining rights, but also a key step in the formation of a perfect natural resource property rights system and a comprehensive management system of natural resources.This change objectively provides a basis for the connection between mining rights registration and real estate registration.However, the significant differences between the current mining rights registration and real estate registration in terms of registration institutions, registration units, registration contents and procedures, and registration information systems constitute the main obstacles to the connection.The causes of these obstacles stem from the significant differences in the rights attributes of mining rights and immovable property rights, the functions of mining rights and immovable property registration, as well as the attributes of mineral resources and immovable property.These differences determine that the connection between the two is difficult to achieve through the path of integrating the two types of registration.Therefore, it is necessary to establish an efficient departmental coordination mechanism on the basis of respecting these differences, integrate mining rights and real estate registration units within the scope of natural ecological space, Further implement the separation of rights and certificates, highlighting the immovable property rights of mining rights.The measures, such as the construction of a safe and controllable information sharing mechanism, are based on the national "Land Space Basic Information Platform",so as to realize the connection and coordination between the mining right registration and the real estate registration, and finally provide the necessary conditions for the promotion of the unifiedconfirmation and registration of natural resources.
